How Aqua Waterfront Village took shape

Aqua Waterfront Village is Mission Group's lakefront community at Truswell and Capozzi roads in Lower Mission, beside the historic Hotel Eldorado. Planned on the site since 2008, approved in 2018 and approved again in larger form in 2021, it pairs three towers of 13 to 17 storeys with an indoor boat club and was finishing in 2026.

This corner of Lower Mission has drawn lake lovers for a century. In 1926 Countess Bubna, a former London stage actress, opened the Eldorado Arms, a 12 room inn in the style of an English country house. In 1989 the hotel was lifted off its foundations and moved by barge to 500 Cook Road, and on April 19 that year a suspected arson fire destroyed it. It was rebuilt with 53 rooms and has been owned by Argus Properties since 2014. Mission Group, a Kelowna developer founded in 2004, has had plans for the neighbouring waterfront at Truswell and Capozzi roads since 2008. In January 2018 council approved a design with towers of 12, 14 and 16 storeys by an 8 to 1 vote, with the mayor opposed over the massing.

Those approvals lapsed, and in 2021 a larger version returned with towers of 13, 15 and 17 storeys, about 344 suites on a four storey parking base and a four storey indoor boat storage building on Lakeshore Road. City planners acknowledged the towers would stand out against the six storey limit around them but pointed to a new public beach and boardwalk. A neighbouring landowner, Chuck Fipke, went to court arguing that submerged land should not count toward the project's density. In March 2022 a judge dismissed the case, finding the shoreline had been lost suddenly in the 1948 flood. The first tower is complete and the last two were set for occupancy in 2026, with condos, penthouses and lakehouses above the Aqua Boat Club's heated dry rack marina.
